Mahetooraine koolitoidus kasutamist mõjutavad tegurid Võrumaa üldhariduskoolide näitel

Abstract

Viimasel aastakümnel on nii riigi kui ka kohalike omavalitsuste huvi mahetoidu kasutamise vastu koolitoidus suurenenud. Uuringutest on selgunud, et lapsepõlves kujunevad suuresti inimestele harjumused, mistõttu on noorte toitumisharjumuste ja tulevikuks keskkonnasäästlikuma eluviisi pürgimise suunas koolilõunal väga suur roll. Bakalaureusetöö eesmärgiks oli uurida, millised tegurid takistavad mahetooraine kasutamist ja selle osakaalu suurendamist Võrumaa üldhariduskoolide näitel. Bakalaureusetöös kajastatud andmed on kogutud ankeetküsitluse ja poolstruktureeritud intervjuude kaudu. Ankeetküsitluse valimiks on võetud 19 Võru maakonna üldhariduskooli, mis kuuluvad Võrumaal Hea Tahte kokkuleppe sõlminud omavalitsuste alla. Võrumaa üldhariduskoolid on näidanud üles soovi pakkuda mahetoorainet koolitoidus. Hea Tahte kokkulepe suunab küll koole 2024. aastaks koolitoidus kasutusele võtma mahetoorainet 20 protsendi ulatuses, kuid on mitmeid tegureid, mis selle saavutamist takistab. Selgus, et vastanutest üle poolte koolide on hädas mahetooraine hinnaga. Nimelt riigi poolt ühe õpilase kohta määratud 1 eurost ei piisa mahetoidu pakkumiseks, kuna nii toidukaupade kui ka mahetooraine hinnad on kõrged. Lisaks on suurimateks takistusteks veel vähene õpilaste arv koolis ning tarneprobleemid. Parimaks võimalikuks lahenduseks kitsaskohtade likvideerimiseks on leitud läbimõeldud koolimenüüde koostamine. Oluline on igal koolil individuaalselt lähtuda oma võimekusest muutmaks mahetooraine hulka koolitoidus.

In the last decade, both the state and the local municipalities of Estonia have shown interest in using organic food in school meals. Studies have shown that people's habits primarily develop in their childhood, hence school lunches play a key role in young people's eating habits and the pursuit of a greener lifestyle in the future. The objective of this bachelor’s thesis is to find the possible factors hindering the increase of organic raw materials and the growth of their share in school lunches based on the example of Võrumaa general education schools. The data analyzed in the bachelor's thesis have been collected via a questionnaire survey and semi-structured interviews. The questionnaire survey sample comprises 19 general education schools of Võru County, which belong to the local municipalities that agreed on the Good Will Agreement in Võrumaa. Võrumaa general education schools are showing a desire to offer organic raw materials in school meals. The Good Will Agreement advises schools to increase the share of organic raw materials to 20% of school food by 2024, but several factors prevent this from being achieved. It came to light that more than half of the respondents in schools are struggling with the price of organic raw materials. To put it more precisely, the 1 euro per student limit set by the state is not enough to offer organic food, because the prices of both non-organic food products and organic raw materials are high. In addition to this, the small number of students in the schools and delivery problems prove to be the other major obstacles. It seems that the best possible solution to overcome these hurdles is to create well-thoughtout school menus. It is important for each school to approach this task individually based on their ability to change the amount of organic raw materials in their school meals.
