Abstrakt
Ametiasutustes tekib tööpäeviti suur hulk jäätmeid, mida annaks vältida või mille
koguseid saaks vähendada, kui personal pööraks jäätmetekkele rohkem tähelepanu. Kui
jäätmed lõpetavad oma teekonna segaolmejäätmete prügikastis, võtab see ära võimaluse
tekkinud jäätmeid taaskasutada, kompostida või ümber töödelda. Jäätmeid ära visates
koormatakse keskkonda ja suurendatakse väljaminekuid prügiveole.
Magistritöö eesmärk on välja selgitada Saue vallamaja personali tarbimisharjumused ja
hoiakud jäätmete käitlemise kohta ning uurida võimalusi jäätmevaba keskkonna
saavutamiseks vallamajas. Andmete kogumiseks kasutati internetipõhist
ankeetküsimustikku Saue vallamaja personalile. Uurimistöö valim koosnes 68-st
vallamaja personali liikmest.
Uurimimusest selgus, et vallamajas tekib hulgaliselt jäätmeid, mida saaks vältida või
vähendada, kui tõsta personali teadlikkust jäätmete sortimisest ning muuta liigiti sortimine
kohustuslikuks. Veel selgus, et personal on valmis jäätmeid sortima, kui selleks on
vastavad tingimused olemas (nt jäätmete sortimise juhend). Kuigi uuringust selgus, et
personal on valmis oma tarbimisharjumusi muutma, et viia vallamaja jäätmeteke
miinimumini ning olemaks keskkonnahoidlikum, suhtutakse uudsetesse lahendustesse
ettevaatlikkusega. Personali hinnangul tuleks jäätme vaba keskkonna loomiseks koostada
jäätmeaudit, muuta jäätmete sortimine efektiivsemaks ning kujundada ümber töötajate
praeguseid tarbimisharjumusi. Kuna jäätmevabale keskkonnale üleminek ja kohanemine
uue olukorraga võtab aega, seatakse jäätmevaba keskkonna loomise tähtajaks 2030 aasta.
Magistritöö tulemusi on võimalik kasutada vallamaja senise jäätmekorralduse ja
tarbimisharjumuste ümber kujundamiseks (nt töölepingusse lisada punktid jäätmete
vähendamiseks ja vältimiseks, täiendada valla kodulehel missiooni ja visiooni).
Public institutions generate a large amount of waste on working days, which could be avoided or whose quantities could be reduced if the staff paid more attention to waste generation. If the waste ends its journey in the municipal waste bin, it takes away the opportunity to reuse, compost or recycle the generated waste. Throwing away waste puts a burden on the environment and increases waste collection costs. The aim of the master's thesis is to find out the consumption habits and attitudes of Saue municipal building staff regarding waste management and to explore the possibilities of achieving a waste-free environment in the municipal building. An internet-based questionnaire for the staff of the Saue municipal building was used to collect data. The research sample consisted of 68 municipal building staff members. The research revealed that a large amount of waste is generated in the municipal building, which could be avoided or reduced if the staff's awareness of waste sorting is raised and sorting by type is made mandatory. It was also revealed that the staff is ready to sort waste if the relevant conditions exist (e.g. waste sorting instructions). Although the survey revealed that the staff is ready to change their consumption habits in order to minimize the municipal building's waste generation and to be more environmentally friendly, new solutions are viewed with caution. According to the staff, in order to create a waste-free environment, a waste audit should be prepared, waste sorting should be made more efficient and the current consumption habits of employees should be reshaped. Since the transition to a waste-free environment and adaptation to the new situation takes time, the deadline for creating a waste-free environment is set to 2030. The results of the master's thesis can be used to reshape the municipal building's current waste management and consumption habits (e.g. add clauses to reduce and avoid waste in the employment contract, supplement the mission and vision on the municipality's website).
