Abstrakt
Käesoleva magistritöö eesmärgiks on määratleda, kuivõrd tasuv võiks olla üleminek
põlevkiviõli kasutamiselt LNG-le Valio Laeva katlamaja kütusena. Arvestades seda, et
tänapäeval on LNG-ga seonduv valdkond küllaltki aktuaalseks teemaks, siis on oluline saada
ülevaadet sellise energialahenduse peamistest aspektidest. Käesolev magistritöö annab kahes
esimeses peatükis ülevaate põlevkiviõli ja LNG-ga seonduvatest aspektidest. Kolmas peatükk
sisaldab metoodika kirjeldust ja ülevaadet antud töö uurimisobjektiks olnud organisatsioonist.
Magistritöö on koostatud baseerudes ühele organisatsioonile (Valio AS), mille näitel tehti
taoliste projektide kohta järeldusi – kas Eestis oleks selline projekt kasumlik ja juhul, kui on,
siis kui kaua võiks minna aega, et organisatsioon teeniks tehtud kulutused tagasi. Neljandas
peatükis sisaldus tasuvusanalüüs. Töö autor valis kolm peamist alternatiivset meetodit, mida
peeti taolise analüüsi teostamise seisukohalt sobivaks. Lisaks sellele valis autor
tasuvusanalüüsi läbiviimiseks ka seadmed, mis oleksid vajalikud, kui Valio AS läheks
katlamaja kütuse tarbimise osas põlevkiviõlilt üle LNG-le. Tasuvusanalüüsi teostamiseks
kasutusel olnud meetoditeks olid: diskonteerimata ja diskonteeritud tasuvusaeg ning nüüdis
puhasväärtuse meetod. Analüüsi läbiviimisel arvestati sellega, et organisatsioon teeks investeeringud
isiklikest ressurssidest ning lisaks sellele oli võetud eelduseks 15% suurune diskonteerimismäär,
mis valiti madala süsinikusisaldusega tehnoloogiate diskonteerimismäärasid
kajastavast raportist, mis oli koostatud Oxera Consulting Ltd poolt 2011. aastal. Analüüsi
tulemusel selgus, et üleminek LNG-le oleks kasulik ja tasuvusaja kestuseks oleks hinnanguliselt
vähem kui kaks aastat, mida peetakse üldjuhul küllaltki lühikeseks ajaks. Lisaks sellele
toodi välja, et Valio AS-ile parima võimaliku LNG süsteemi loomiseks oleks soovitatav viia
läbi täiendavaid analüüse seadmete ja vajalike tehnoloogiate väljaselgitamiseks (fookuseks
võiks seejuures olla erinevate lahenduste eelised ja puudused).
The aim of this master’s thesis is to exteriorize how economic would the transition of AS Valio Laeva Boiler-house from Shale Oil to LNG. In consideration of the fact that the transition to LNG is nowadays a quite popular topic, it is essential to get an overview of the principal aspects of such a energysolution. The current thesis gives in the first two chapters an overview of the main aspects related to Shale Oil and LNG. The third chapter contains a description of methodology and an overview of the organization. The thesis was based on an organization (Valio AS) which was taken as a sample project to draw conclusions of the transition – wheter it is profitable in Estonia and if it is, then how long will it take until the organization earns back sufficiently to recoup the investments. The fourth chapter contains the cost-effective analysis. Author of the thesis chose three main alternative methods which were considered to be convenient for the current analysis. In order to complete the analysis the author chose suitable appliances which would be needed for boilerhouse if Valio AS would like to go for the transiotion from Shale Oil to LNG. The methods used to complete the cost-benefit analysis were: undiscounted and discounted payback period and net present value. It was assumed that the organization would make the investments from their own resources and the dicount rate (15%) was chosen mainly based on the report of discount rates for low-carbon and renewable generation technologies which was composed by Oxera Consulting Ltd in 2011. Using LNG as a boilerhouses fuel promises less emissions and less fuel costs. The analysis showed that the transition would be benefitial and the payback time is predicted to be less than two years which is considered to be a quite short period. Any further analysis about the equipment and essential apparatus (whereby the focus should be to bring forth the advantages and disadvantages of different kinds of solutions for the particular LNG system), would be also suggested in order to find out the best fitting LNG system for Valio AS.
