Abstrakt
Käesoleva magistritöö teema hõlmab endas eestvedajate tegevusi kohalikes omavalitsustes. Euroopa
avaliku halduse printsiip SIGMA, Hea Halduse Tava ja Eesti Vabariigis kehtiv põhimõte on suunatud
kodanikukesksusele ja tulemustele orienteeritud lähenemisele. Eestvedamise rakendamine on seotud
organisatsiooni efektiivsega, järgijate panustamise ja töötulemustega ning klientide see tähendab
elanike rahulolu ja elukvaliteediga.
Antud töö eesmärk oli uurida Viljandi maakonna kohalike omavalitsuste liidrite ja järgijate
hinnangud eestvedamisele, ning teha kindlaks, kas liidrid on suhetele või ülesannetele orienteeritud
eestvedajad. Eesmärgi saavutamiseks viidi läbi kvantitatiivne uurimus Viljandi maakonna 11
kohalikus omavalitsuses. Ankeetküsitlusele vastas 11 kohaliku omavalitsuse eestvedajat ning 77
kohaliku omavalitsuse ametnikku ja töötajat, kus nad andsid hinnanguid kaasava, jagatud ning
ümberkujundava eestvedamise kohta. Selleks, et väljaselgitada, kas vallavanemad ja linnapead on
eestvedamisel orienteeritud ülesannetele või suhetele kasutati Fiedleri vähim eelistatud töökaaslase
(LPC )testi. Andmete analüüsimiseks kasutati tulemuste keskmisi, sagedus ja protsent jaotusi ning
dipsersioon- ja korrelatsioonanalüüsi. Tulemused näitasid, et liidrite hinnangute järgi kasutavad nad
ise kaasavat ja jagatud eestvedamist sagedamini, kui järgijate hinnagul. Eestvedjajte ja järgijate
hinnangute järgi kasutavad vallavanemad ja linnapead pigem kaasavat, kui jagatud eestvedamist.
Liidrite hinnangute järgi on nad ise pigem ümberkujundavad eestvedajad aga järgijate hinnagul pigem
mitte. Eestvedajate hinnangute järgi on nad ise inspireerivad motiveerijad. Järgijate hinnangul on
liidrid pigem intellektuaalsed stimuleerijad. Fiedleri LPC testi tulemused näitasid, et enamik uuringus
osalenud liidritest kasutab suhetele orienteeritud eestvedamisstiili. Hinnangud väljendasid, et naised,
vanemad ning kogenumad vallavanemad ja linnapead kalduvad rohkem suhetekesksele
eestvedamisele.
The theme of this master's thesis encompasses the activities of leaders in local governments. European Principles for Public Administration SIGMA, The European Code of Good Administrative Behaviour and the principle valid in the Republic of Estonia are focused on the citizens as well as on the results-oriented approach. The implementation of the leadership is related to the organization's efficiency, contribution and work results of the followers and customers i.e. citizens' satisfaction and quality of life. The aim of the thesis was to study leaders’ and followers’ assessments on leadership: in local municipalities of Viljandi County, and to identify if the leaders’ leadership style is tasks or relationships oriented. A questionnaire survey was conducted in 11 local municipalities of Viljandi County. 11 local municipality leaders and 77 followers responded to the survey where they assessed questions about participative, shared and transformational leadership. Fielder Least Preferred CoWorker (LPC) test was used to study if municipality leaders are tasks or relationship oriented. For data analysis mean scores, frequencies, percentages, analysis of variance and correlations were used. The results show that in the leaders’ opinion they used participative and shared leadership more than the followers think that they did. The leaders were more likely to use participative leadership techniques than shared leadership. Leaders and followers disagreed on how much leaders use transformational leadership style. The leader emphasized use of inspirational motivation; followers intellectual stimulation. The scores of Fielder LPC test showed that most leaders in the study were relationship oriented. Female leaders, older and more experienced leaders were more relationship oriented.
