Abstrakt
Magistritöö käigus tutvutakse seadusandlusele vastavate kontrolltoimingute
protseduuridega elektripaigaldistes. Visuaalne ülevaatus ja füüsikaliste suuruste
kontrollmõõtmised elektripaigaldistes on nõuetekohasuse tunnistuse väljastamise aluseks.
Ülesanne täidetakse elektripaigaldiste tehniliste kontrollmõõtmiste läbiviimise teel
reaalsetes elektripaigaldistes.
Magistritöö esimeses pooles annab autor ülevaate elektriohutusseadusest, käsitletakse
tehnilise kontrolli nõudeid ning uuritakse katselabori toimimise põhimõtteid ja kohustusi.
Lõputöö koostamisel on tehtud koostööd Leonhard Weiss Energy AS akrediteeritud
katselaboriga. Kontrollmõõtmistel on kasutatud katselabori mõõteseadmeid ning
kasutusjuhendidest ja standarditest tulenevat metoodikat.Organisatsioonist antakse lühike
ülevaade töö teises osas.
Lõputöö kolmandas pooles käsitletakse erinevaid elektripaigaldiste füüsikaliste suuruste
mõõtmisprotseduure ning tulemuste nõuetekohast protokollimist ja analüüsimist. Enne igat
kontrolltoimingu sooritamist on ära seletatud sellele kehtivad nõuded ja metoodika. Kõik
töös kajastatud kontrollmõõtmised on viidud läbi ja protokollitud autori poolt iseseisvalt.
Samuti on töös välja toodud mõõtmistel ilmnenud raskemaid rikkumisi ja puudusi.
Kontrolltoiminguid teostati kokku neljas erinevas jaotusvõrgu alajaamas poolaasta jooksul.
Antud töö valmimisel on kokku lepitud elektripaigaldiste omanikuga konfidentsiaalsuse
teemadel. Omanik on andnud nõusoleku antud lõputöös vajalikus mahus protokollide ja
aruannete esitamiseks.
The aim of this study is to present the requirements set for the elecrtical installation’s control procedures. Visual examination and inspection measurements of physical values in electrical installations are the foundation for receiving a required certificate. The purpose is completed by conducting technical control measurements in distribution grid installations. The Master’s thesis was done in collaboration with Leonhard Weiss Energy corporation’s accredited testing laboratory. Different measuring procedures of electrical installation’s physical values, also required protocolling and analyzing of the results are introduced in the study. Measuring methodology and requirements as well as the infringements and deficiencies, which occured during the measurements, are brought out. Following control procedures were carried out in distribution grid’s electrical installations: grounding contour interruption control and contact resistance test, insulation resistance measurements, earth fault loop impedance measurements, RCD control measurments, earth impedance measurement, contact voltage measurements. Control measurements were carried out in four different substations. During measurements the author identified a number of deficiencies, of which the owner of the installation was immediately informed. The upkeep of a testing laboratory is costly and the measure devices are expensive – that is why they have to be constantly serviced. Implementation of control procedures and the assessment of safety requirements in elecrtical installations are extremely important and strictly regulated. In time, it is necessary to control and test the out of date installations or their details to ensure, it is safe for the people, animals and as well as the environment.
