Abstrakt
Spordi- ja liikumistaristu kuulub kohaliku omavalitsuse üksuse kesksete avaliku sektori investeeringute hulka, kuna selle mõju ulatub kaugemale rajatise otsesest kasutusest. Avaliku sektori investeeringute hindamine toimub praktikas valdavalt eraldiseisvate analüüsidena, mis raskendab investeeringu strateegilise põhjendatuse, majandusliku jätkusuutlikkuse ja avaliku väärtuse loomise terviklikku hindamist.
Magistritöö eesmärk on hinnata Ülenurme spordikompleksi strateegilist positsiooni ja avaliku väärtuse loomist kohaliku omavalitsuse üksuse investeeringuna. Magistritöös rakendati kombineeritud uurimismeetodit, kasutades Kambja valla majandusaasta aruandeid, kasutusstatistikat, haldusdokumente ning poolstruktureeritud intervjuusid ja kasutajate rahuloluküsitlust.
Magistritöö tulemused näitavad, et Ülenurme spordikompleksi kasutus on renoveerimisjärgselt kasvanud 26% ning külastajate arv on stabiliseerunud kõrgel tasemel. Ühikukulu kasutustunni kohta vähenes 31 eurolt 23 euroni, mis viitab ressursikasutuse efektiivsuse paranemisele. Spordikompleks ei ole finantsiliselt isemajandav ning sõltub avalikust rahastusest, mis on kooskõlas avaliku sektori sporditaristu toimimisloogikaga. Moore`i strateegilise kolmnurga alusel on tugevaimad komponendid avalik väärtus ja legitiimsus, samas kui operatiivset võimekust piirab finantsiline sõltuvus avalikust rahastusest. Magistritöö tulemusena sõnastati strateegilised ettepanekud, mis keskenduvad kasutuse optimeerimisele, tulubaasi mitmekesistamisele, digitaalse klienditeekonna arendamisele ning strateegilise dialoogi tugevdamisele KOV-ga, säilitades samal ajal teenuse kättesaadavuse ja avaliku väärtuse loomise.
Sports and physical activity infrastructure is among the core public sector investments of local governments, as its impact extends beyond the direct use of the facility itself. In practice, the evaluation of public sector investments is largely conducted through separate analyses, which complicates a comprehensive assessment of the investment’s strategic justification, economic sustainability, and public value creation. The aim of this master’s thesis is to assess the strategic position and public value creation of the Ülenurme sports complex as a public sector investment. The study applies a mixed-methods approach, using financial reports of Kambja municipality, usage statistics, administrative documents, as well as semi-structured interviews and a user satisfaction survey. The results indicate that the use of the Ülenurme sports complex has increased by 26% following the renovation, while the number of visitors has stabilized at a high level. The unit cost per usage hour decreased from 31 euros to 23 euros, indicating improved efficiency in resource utilization. The sports complex is not financially self-sustaining and depends on public funding, which is consistent with the operational logic of public sector sports infrastructure. Based on Moore’s strategic triangle, the strongest components are public value and legitimacy, while operational capacity is constrained by financial dependence on public funding. As a result of the study, strategic recommendations were formulated, focusing on optimizing usage, diversifying revenue sources, developing a digital services channels, and strengthening strategic dialogue with the local government, while maintaining service accessibility and public value creation.
