Abstrakt
Käesolev magistritöö käsitleb Võru linna ja lähiümbruse liinivõrku, mis on tänaseks
aegunud. Probleemiks on Võru linnalähiliinide ebaotstarbekad ja keerulised sõiduplaanid,
ebasobivad väljumisajad ja sõitjatele hädavajalike marsruutide puudumine. Varasema
uuringu põhjal selgusid vaadeldava piirkonna kitsaskohad, mille kohaselt ei ole Võru
piirkonnas ühistransporditeenusega sõitjad rahul (puuduvad sobilikud väljumisajad,
liinide marsruudid on arusaamatud ja inimesed ei tea, millisest peatusest buss parasjagu
väljub). Töö eesmärgiks on luua Võru linna uus liinivõrk (sisaldab liinide marsruute ja
sõiduplaane), mis oleks sõitajatele arusaadav, sobivate väljumisaegadega ning sisaldaks
vajalikke ühendusi.
Võru linnalähiliinide analüüsi põhjal leiti suurima kasutussagedusega peatused Võru
linnas ja lähipiirkonnas, määratleti olulisemad lähimad bussipeatused oluliste asutuste
seisukohalt (koolid ja suured tööandjad) ning määrati sobivamaid uued liinimarsruudid ja
väljumisajad uute sõiduplaanide koostamiseks. Ühtlasi olid need eelnevalt nimetatud
aspektid käesoleva magistritöö uurimisülesanneteks, mida tuli uue liinivõrgu
kavandamisel arvesse võtta. Uue liinivõrgu planeerimisel lähtuti teaduslikust
planeerimismudelist ning sõiduplaanide koostamisel kasutati kahte ühistranspordi
tarkvaraprogrammi. Ühistranspordi tarkvaraprogramm Remix võimaldas joonistada
erinevaid marsruute ning neid võrrelda ja leida sobivaim. Riikliku ühistranspordi
alamprogrammiga PIKAS sisestati liinimarsruudid ja kellaajad.
Töö tulemusena leiti suurima kasutussagedusega peatuseid Võru linnas seitse ja
lähipiirkonnas neli. Määratletud tähtsamad võtmesihtkohad (lähimad bussipeatused)
oluliste asutuste seisukohalt jagati kahte gruppi (koolid ja suuremad ettevõtted). Koolide
põhjal määratleti võtmesihtkohti üheksa ning suurimate ettevõtete alusel kümme
bussipeatust. Tulemuseks valmis sõiduplaanide komplekt, mis koosneb kuuest uuest
liinist (103, 104, 105, 106, 107, 109) ning igale liinile omistati peale liini numbri ka kindel
värvitoon, mis muudab liinide meelespidamise sõitjatele lihtsamaks. Vanas liinivõrgus oli
kolm linnalähiliini (1, 11, 16) ja liinid jagunesid 17 alammarsruudiks, mis tekitas sõitjates
segadust. Uues liinivõrgus sõidab iga buss liinil ühte kindlat marsruuti. Seega uues
liinivõrgus on kokku ainult kuus marsruuti ning see muudab sõitjatele marsruudi
meelespidamise lihtsamaks ja arusaadavamaks. Samuti on uues liinivõrgus hilisõhtused
väljumised, mis vanas puudusid. Arusaadavalt on kujundatud uued terviksõiduplaanid,
mis varem olid keerulised, kuna sisaldasid kuupäevalisi erisusi. Liinivõrgu mahtu
varasemaga suurendati ning seetõttu on võtmesihtkohtade vahelised ühendused
sagedasemad ja tööpäeviti puuduvad lõunased katkestused enamiku liinide töös. Need
nimetatud aspektid tulid välja varasemast uuringust, mis käesolevas magistritöös said
lahendatud. Käesoleva magistritöö tulemused määravad suure hulga inimeste igapäevased
liikumisvõimalused ning eelduse, et edaspidi ühistranspordi kasutus suureneb veelgi ning
sõitjate rahulolu paraneb. Järgmiseks teadustöö uurimisteemaks on võimalik koostada
rakendatud Võru linnalähiliinide mõju uuring, kuidas sõitjad on uue liinivõrgu omaks
võtnud ja mil määral kasutatavus on kasvanud.
The present Master’s Thesis deals with the bus line network covering Võru town and its environs. The network has become outdated by now. The problem is due to unpractical bus timetables, unsuitable departure times and absence of routes required by passengers on Võru suburban lines. Based on a previous study, shortcomings of the region in question were identified, revealing that passengers were not satisfied with the public transport service in Võru area (no suitable departure times, incomprehensible routes and lack of clarity as to the stop from which a bus is supposed to depart). The aim of the work was to create a new line network for Võru town (including routes and timetables) that would be comprehensible for passengers, offer suitable departure times and include the necessary connections. Based on the analysis of Võru suburban lines, most frequently used stops in Võru town and its environs, as well as the most important stops from the viewpoint of key establishments (schools and large employers) were identified, and the most suitable new routes and departure times for preparing new timetables were determined. These aspects also constituted the research tasks for the thesis that had to be taken into account in planning the new line network. Planning the new line network was based on a scientific planning model, and two public transport software programs were used in preparing the timetables. The public transport software program Remix enabled drawing different routes, comparing them and finding the most suitable solution. With the national public transport sub-program PIKAS, routes and departure times were entered. As a result of the work, seven most frequently used bus stops in Võru town and four stops in the environs were identified. The identified key destinations (closest bus stops) in terms of key establishments were divided into two groups (schools and larger companies). Nine key destinations based on locations of schools and ten bus stops based on largest companies were identified. As a result, a set of timetables was prepared consisting of six new lines (103, 104, 105, 106, 107, 109), and in addition to the line number each line was also assigned a specific colour tone to make remembering the lines easier for passengers. The old line network had three suburban lines (1, 11, 16) and the lines were further divided into 17 sub-routes which caused confusion among passengers. In the new line network, every bus covers one specific route. Thus, the new line network only includes a total of six routes, making remembering the routes easier and more comprehensible for people. The new line network also includes late night departures which the old network lacked. Naturally, new integrated timetables have been drawn up in contrast to old timetables which were complicated as they contained date-based differences in schedules. The network volume increased as compared to the previous situation, so that connections between key destinations are now more frequent and no interruption of bus traffic during the lunch period occurs. These aspects were revealed in a previous study and a solution to them was found in the present thesis. The results of the present thesis determine daily movement opportunities for a large number of people, and the presumption is that use of public transport and passenger satisfaction will increase. A next possibble research topic might be to draw up an impact assessment of the new Võru suburban bus lines after implementation, so as to find out how the passengers have adopted the new network and to what extent the use of public transport has increased.
