Abstrakt
Hetkel seisnevad Eesti eluasemevaldkonna probleemid eluaseme mittekättesaadavuses
majanduslikult vähem kindlustatud inimeste seas, elamute suhteliselt halvas kvaliteedis,
energiatõhususes, sisekliimas ning ühtsete planeeringute puudumises ning omanike
õiguste ja kohustuste väheses selgitustöös ja lagunevas eluasemefondis. Eestil olid
varasemalt olemas riiklikud eluasememajanduse arengukavad, mis määratlesid ära
valdkonna tähtsaimad eesmärgid ja tegevussuunad. Nende aastate jooksul kõiki
probleeme lahendada ei suudetud. Viimane eluasemevaldkonna arengukava lõppes
aastal 2013 ja uus eraldiseisev arengukava puudub. Riiklik poliitika liigub valdkondlike
arengukavade vähendamise suunas ja pooldab üldarengut suunavate strateegiliste
dokumentide loomist.
Bakalaureuse töö eesmärgiks on välja selgitada, kas ja mil määral on tagatud
eluasemevaldkonna probleemidega tegelemine riigi strateegilise planeerimise poliitika
muutumisel. Selleks uuritakse, mil määral katavad hetkel kehtivad Euroopa Liidu
direktiivid ja muud siseriiklikud arengudokumendid eluasemevaldkonnaga seotud
probleeme, kui on selge, et eraldi arengukava selle sektori jaoks ei plaanita koostada.
Meetodina on kasutatud kaardistusuuringut, kus kirjeldatakse hetkeolukorra probleeme
ja seletatakse lahti muutuste põhjused ning analüüsitakse muutuste mõju ja probleemide
katvust.
Töö tulemusena selgus, et riikliku strateegilise planeerimise poliitika muutus on suutnud
tagada enamiku eluasemevaldkonna probleemide katvuse pikaajalises energiamajanduse
arengukavas ENMAK´is ja Regionaalarengu strateegias 2020. Katvuse määr aga erineb
konkreetsete probleemide raames, mis näitab selgelt, millised probleemid on
prioriteetsed ja millised on vähem reguleeritud ning millega tegeletakse ainult
lisavahendite olemasolu korral. Lõpliku stsenaariumi valiku, millest sõltub kõikide
probleemide katvus, teeb riigi juhtkond arvatavasti 2014. aastal.
Töö tulemusi võib kasutada edasiste elamumajanduse uuringute jaoks, et välja pakkuda
paremaid lahendusi kõikide probleemide paremaks katmiseks.
The current housing problems in Estonia are housing inaccessibility of economically disadvantaged people, the relatively poor quality of housing, energy efficiency, indoor climate and the lack of coherent planning and lack of knowledge about owners rights and obligations and decaying housing stock. Estonia has had national economic development plans for housing in the past, which defined an area of key objectives and policies. The plan did not solve all the issues it was expected to. The latest housing development plan ended in 2013 and the new detached plan has not been developed yet. National policy is moving towards a reduction in sectorial development plans and supports creating general strategic documents. Undergraduate work aims to find out whether and to what extent is the home field regulated in the new national strategic planning policy. The purpose of this work is to examine the extent of coverage in housing related problems in European directives and other national development documents, if there will not be a new separate plan made. The method that has been used is the mapping survey, which describes the current situation and problems and explains the reasons for change and the impact of changes in terms of coverage. The work revealed that the strategic national planning policy change has been able to ensure that most of the housing problems are covered in the long -term energy development plan ENMAK and the Regional Development Strategy 2020. Coverage extent, however, is different in the specific problems, which clearly shows what problems are prioritized and which are less regulated problems, which will be handled only in the presence of additional funds. The final scenario choice, which depends on the coverage of all the problems, will be done by the country's leadership probably in the 2014. The results can be used for further studies of housing sector in order to provide better solutions for the coverage of all the problems.
