Abstrakt
Käesoleva bakalaureusetöö eesmärgiks on tutvustada Eestis kehtivaid elektrienergia arvelduspõhimõtteid
ning uudseid arveldusviise, mille rakendamisel saaksid hajatootmises osalejad
suuremat majanduslikku kasu. Eesmärgi saavutamiseks on kasutatud erinevate majapidamiste
elektrienergia tarbimisega seotud andmeid, mille abil on tehtud kalkulatsioone, et selgitada
välja elektrihind hetkel kehtivate arvelduspõhimõtete korral. Lisaks on töö autor loonud
uudsed arvelduspõhimõtted, mille majanduslikku tasuvust on käesolevas töös analüüsitud,
võrreldes erinevate arvelduspõhimõtete kasutamisel saadud elektrienergia maksumusi. Töö
tulemused näitavad, et hetkel kehtivad arvelduspõhimõtted on tarbijatele hajutatud
elektrigenereerimisseadmeid sisaldavates toitevõrkudes kõige ebasoodsamad, kuna kohapeal
toodetud elektrienergia hinnale lisanduvad mitmesugused maksud, sealhulgas võrguteenuse
tasu. Samuti teenib mikrotootja taastuvatest allikatest elektrienergia tootmisel hetkel kehtivate
arveldusviisidega arveldades vähem tulu kui näiteks autori väljapakutud arvelduspõhimõtete
korral. Töö tulemused näitavad, et on võimalik luua uudseid arvelduspõhimõtteid, tänu
millele teeniksid suuremat kasu nii mikrotootjad, kui ka mikrotootjaga ühenduses olevad
tarbijad.
The aim of this thesis is to describe the billing standards in electrical energy in Estonia and to propose novel standards which would be more economically efficient. Energy consumption data of different households was analyzed to find the price of electricity by current invoicing standards. Also, novel standards are proposed with their lucrativeness analyzed by comparing the prices of electricity that were calculated by different billing standards. The results indicate that current billing standards in Estonia are the most inefficient for the consumers in power grids containing distributed energy generators because of the different added components in addition to the price of energy in the bill. Also, occupants who have microgenerators will earn less revenue with current billing standards than by those proposed by the author. The results show that it is possible to develop new billing standards which would be more economically efficient for the consumer and the microgeneration system owners.
