Abstrakt
Kogukonnateenuste pakkumine on aktuaalne uurimisteema, kuna tõmbekeskuste ümber
koondub üha enam inimesi ning äärealadel elavate inimeste teenustevajaduse rahuldamine on
väheneva nõudluse tõttu paljudele teenusepakkujatele mitteatraktiivne. Kogukonnateenuste
pakkumine on üheks võimalikuks lahenduseks. Töö eesmärgiks oli välja selgitada ja anda
ülevaade Tartumaa valdade kogukonnateenuste hetkeseisust ja tarbimisaktiivsusest. Selleks
kombineeriti intervjuu ja internetipõhine küsitlus Tartumaal kogukondade arendamisega
seotud isikute hulgas (MTÜ Tartumaa Arendusseltsi liikmed, külavanemad jms). Töö
tulemustest selgus, et Tartumaa on tervikuna oma kogukonnateenuste pakkumiselt ja
teenustega seotud tingimustes kogukonniti suhteliselt varieeruv. Tartumaa kogukonnaliikmed
on kõige aktiivsemad omavahelises suhtluses ning kogukonnateenustest kasutatakse kõige
enam kultuuriga seotud teenuseid. Kõige enam tarbib kogukonnateenuseid vanemaealine
Tartumaa kogukonnaliige. Siiski ilmnevad perifeeria ja lähivalla kõrvutamisel mitmed
erinevused ning saab järeldada, et vastavaid piirkondi tuleb vaadelda eraldi, kuna sealsed
elanikud on oma harjumustelt ja tegutsemismustritelt erinevad.
Nowadays there are more and more people concentrated into centres, and provision ofservices in rural peripheries are often not attractive for commercial enterprises. As community services could provide a solution, they are a relevant research topic. The aim of this study is to investigate and give an overview on the current situation on the offer of community services and their consumption in rural municipailties of Tartu county. An interview and web-based questionnaire survey among the community leaders was used to gather data. Results show that offer of community services and the conditions differ among rural municipalties in Tartu county. Community members are more active in communicating with each ohter, but less active in planning events. Different cultural events are most actively used. Elderly community members are most active consumers of variety of community services. There are differences between periphery and central areas of county, and so those regions should be studied separately as the habits and activities of their community members differ.
