| dc.description.abstract | Metsad on Eesti suurimaid väärtusi, millel on kultuuriline, majanduslik, kui ka ökoloogiline väärtus. Eesti metsad on väga mitmekesised pakkudes elupaika ning kasvukohta paljudele liikidele. Metsad jagunevad laias laastus kolmeks: riigi-, era- ja reformimata metsad. Suur osa metsadest kuulub erametsaomanikele, sellepärast tulebki rohkem tähelepanu pöörata eraomandisse kuuluvatele metsadele. Mida rohkem on erametsaomanikud motiveeritud ja informeeritud metsade majandamiseks, seda jätkusuutlikum on metsade mitmekesisus. Tegevus Eesti metsades on reguleeritud Metsaseadusega, mille on välja andnud Riigikogu. Lisaks seadusandlusele on koostatud Eesti metsanduse arengukava aastani 2020. Samuti on arvestatud ka ÜRO, kui ka Euroopa Liidu keskkonnanõuete eesmärkide ning nende täitmiseks suunatud tegevuste järgimisega. Eestis eraldatavad toetused jagunevad rahastamise poolelt kaheks, esiteks siseriiklikud toetused, mida rahastatakse täielikult Eesti riigi eelarvest ning teiseks on olemas ka Euroopa Liidu poolt eraldatud toetused, mida rahastatakse Euroopa Liidu struktuurfondidest ja kaasrahastajaks on Eesti riik. Antud bakalaureusetöö eesmärk oli anda ülevaade erametsandustoetustest, kus põhirõhk oli pööratud erametsaomanike nõustamistoetusele Eestis. Käesoleva bakalaureusetöö raames viis töö autor läbi SA Erametsakeskuse poolt väljastatud individuaalnõustamise andmestiku analüüsi, kus sorteeriti toetuste teemad metsaühistute lõikes. Peamiste näitajatena toodi välja konsulentide arv, teemale kulunud aeg ning nõustamise teemade käsitlemise arv. | est |
| dc.description.abstract | The forests are Estonian highest values with cultural, economic and ecological aspects. Estonian forests are very diverse offering habitats for many species. Regarding ownership Estonian forests are divided into three categories: state forests, private forests and unreformed forests. Because of the fact that a large part of the forests belongs to the private owners more attention should be paid to these types of forests. The diversity of the forests is more sustainable when private forest owners are more motivated and informed about the forest management. Activities in Estonian forests are regulated with the Forest Act adopted by the Parliament. In addition, a forestry development plan until 2020 has been compiled. Also, the environmental requirements and the measures for the achievement of the objectives of the European Union and the United Nations Organization are followed. In Estonia the subsidies are divided into two: firstly, national subsidies which are fully financed from the state budget and, secondly, subsidies financed from the structural funds of the European Union and co-financed from the state budget of Estonia. The purpose of the present bachelor’s thesis is to provide an overview of the supports to the private forestry, whereas the main focus is on the advisory service support in Estonia. The author of the thesis paper analysed the data based on the individual monitoring provided by the Foundation Private Forest Centre. The support themes were sorted by the forest cooperatives. The main indicators were the number of advisers, the time spent on a theme and the number of covered themes needing advice. | eng |
