Abstrakt
Tartu linna lähiterritooriumil toimub kiire linnastumine, sest 90% Tartumaa töökohtadest koondub Tartusse ja selle lähialadele (Tartu maakonnaplaneering ... 2019). „Tartu rahvastiku ja elamuprognoos 2040“ ülevaates tuuakse välja Suur-Tartu stsenaarium, mille kohaselt on aastaks 2040 Tartu linnas 6000 pluss eeslinnades 8000 uut kodu (2021).
Lähtudes teema aktuaalsusest on bakalaureusetöö eesmärk välja selgitada, millise eesmärgiga detailplaneeringuid on Tartu linna asustusüksuse piirist kolme kilomeetri raadiuses aastail 2012 – 2022 kehtestatud enim ja kui suures mahus on need ellu viidud. Uurimise käigus selgub, kui suur osa detailplaneeringutest vastavad üldplaneeringule.
Uurimuse läbiviimiseks kasutati Maa-ameti asustusüksuste ruumiandmeid, planeeringute, maainfo ja ajalooliste kaartide kaardirakendusi. Vajadusel loeti omavalitsuste kodulehtedel olevaid üldplaneeringuid ja detailplaneeringute seletuskirju. Andmete kogumine toimus QGIS- ja anlüüsimine Microsoft Excel tarkvaras.
Töö tulemustest selgus, et Maa-ameti planeeringute andmete järgi on piirkonnas kokku 284 kehtivat detailplaneeringut, millest 128 sobivad uuritavasse ajavahemikku. Uurimuse käigus selgus, et 56% kõikidest uuritavatest detailplaneeringutest on seotud elamumaale kruntide moodustamise ja üksikelamute rajamisega, ülejäänud planeeringud on seotud näiteks ärihoonete ja ridaelamute ehitamisega. Uuritaval alal muudeti erinevatel põhjustel 12 korral detailplaneeringuga üldplaneeringut.
Töös saadud tulemusi võivad kasutada kohalikud omavalitsused, saamaks ülevaade oma territooriumil toimuvate planeeringute elluviimisest. Lisaks võib tööst abi olla piirkonna kinnisvaraarendajatele, hindajatele, maakleritele ja ostu- ning müügihuvilistele.
Urbanization is taking place in the nearby areas of the city of Tartu, because 90% of jobs in Tartu county are concentrated in Tartu and its nearby areas (Tartu maakonnaplaneering... 2019). The Tartu population and housing forecast for 2040 review presents the Suur-Tartu scenario, according to which by 2040 there will be 6,000 new homes in the city of Tartu plus 8,000 in the suburbs (2021). Based on the topicality of the topic, the aim of the bachelor's thesis is to find out the purpose of the detailed plans within a radius of three kilometers from the border of the population unit of the city of Tartu in 2012 – 2022. planned in the year and to what extent they have been implemented. During the investigation, it becomes clear how much of the detailed plans correspond to the general plan. The spatial data of the Land Administration's settlement units, plans, land information and map applications of historical maps were used to conduct the study. If necessary, general plans and explanatory letters of detailed plans on the websites of municipalities were read. Data collection was done in QGIS and analysis in Microsoft Excel software. The results of the work revealed that there are a total of 284 valid detailed plans in the region, of which 128 are suitable for the investigated time period. During the investigation, it was revealed that 56% of all investigated detailed plans are related to the formation of plots on residential land and the construction of detached houses, the remaining plans are related to, for example, the construction of commercial buildings and townhouses. In the researched area, the general plan with the detailed plan was changed 12 times for various reasons. The results obtained in the work can be used by local governments to get an overview of the implementation of plans in their territory. In addition, the work can be helpful for real estate developers, appraisers, brokers and buyers and sellers in the area.
