Abstrakt
Käesolev taastuvate energiaallikate uurimise ja kasutamise konverentsi TEUK
kogumik on erandlik, kuna selles on trükitud kahe konverentsi ettekanded. Selline
olukord tekkis seetõttu, et traditsiooniliselt on konverentsi kogumik välja antud
järgmise konverentsi toimumise ajaks, kuid arvestades kiireid muutusi
taastuvenergia valdkonnas, otsustasime seda muuta ja edaspidi trükkida
ettekannete kogumik enne konverentsi, et see oleks juba konverentsi ajal kasutatav.
See võimaldab huvilistel tutvuda teemadega enne ettekandeid, osaleda aktiivselt
diskussioonis ja esitatud infot koheselt täismahus kasutada.
TEUK-VIII toimus 12. oktoobril 2006. a Eesti Maaülikooli aulas Tartus. Selle
konverentsi toimumise ajal tänati väsimatut taastuvenergia valdkonna entusiasti ja
TEUK konverentside traditsioonide loojat Valdur Tiitu pikaajalise töö eest.
Konverentsi korraldamise võttis üle Eesti Maaülikooli taastuvenergia keskus.
TEUK-IX toimub 15. novembril 2007. a Eesti Maaülikoolis. Seekordne konverents
on üsna bioenergiakeskne, kuid on ettekandeid ka tuule- ja helioenergeetikast,
energia salvestamisest ning Eesti poliitikast. Et tuua Eestisse uusi kogemusi,
osalevad konverentsil kutsutud külalised Saksamaa ülikoolidest ja
organisatsioonidest. Välislektorite ettekanded toimuvad inglise keeles, millest
soovijad saavad kuulata sünkroontõlget. Eestikeelsed esitlused tõlgitakse inglise
keelde.
2007. aasta on toonud Eestis taastuvenergia valdkonda palju uut. Aasta alguses
võeti vastu Biomassi ja bioenergia arengukava (kättesaadav: www.agri.ee), mille
raames on algatatud uuringud Eesti maaressursi kaardistamiseks, energiakultuuride
viljelemiseks ja taastuvenergeetika tehnoloogiate juurutamiseks. Esimeste
uurimistööde tulemusi on oodata 2007. aasta lõpuks, nende põhjal koostatakse
2008. aasta tööprogramm. Samuti valmis Majandus- ja
kommunikatsiooniministeeriumi tellimusel Eesti energiatehnoloogiate
arengustrateegia („Estonian Development Strategy of Energy Related
Technologies”, kättesaadav: www.mkm.ee), mille järgi taastuvenergiaressursid on
Eestis üks kolmest võtmevaldkonnast (1. Põlevkivienergeetika, 2. Taastuvenergia
ressursid, 3. Arendatavad uued ressursid), mille tehnoloogia arendamiseks
koostatakse eraldi arendusprogramm. Oluline on 1. mail 2007. a rakendunud
Elektrituruseadus (RT I 2007, 23, 120), mis määrab taastuvast energiaallikast
toodetud elektrienergia hinnad ja toetused tootjatele.
Kuigi taastuvenergiaalane tegevus muutub Eestis järjest aktiivsemaks, on meil
konkurentsivõimelise majandusharu ülesehitamiseks ja Euroopa direktiivides
võetud eesmärkide täitmiseks veel suur töö teha, mis eeldab poliitikute, teadlaste,
inseneride ja ettevõtjate head koostööd ning ühiseid pingutusi.

This proceedings of the conference „Investigation and usage of renewable energy sources” is exceptional because it holds the proceedings of two conferences. Traditionally the proceedings were published for the next conference, but to take into account the frequent changes in the field of renewable energy we decided to change this tradition and publish the proceedings before the conference so it could be used during the conference. This way interested people can become acquainted with the subject before the presentations and participate actively in the discussion. The eighth conference (TEUK VIII) took place on 12th of October 2006 in the assembly hall of Estonian University of Life Sciences. In the conference we thanked warmly the long-time enthusiast in the renewable energy field and the creator of the TEUK traditions – Mr. Valdur Tiit – for the long and good work. The conference organization was handed over to the Centre of Renewable Energy, Estonian University of Life Sciences. The ninth conference will take place on 15th of October 2007 in the Estonian University of Life Sciences. This time the conference focuses mainly on bio energy, but there are also presentations about wind- and solar energy, energy storage and Estonian politics in the related field. To bring new experiences to Estonia we have invited several guests from different German universities and organizations. The presentations of the foreign lecturers will be in English, with simultaneous translation into Estonian. The Estonian presentations will also be translated into English. The year 2007 has brought a lot of new into the renewable energy field. In the beginning of the year a National Biomass and Bioenergy Development plan for 2007- 2013 (see www.agri.ee) was passed, which led to research on energy crop cultivation, mapping the Estonian land resources and introduction of renewable energy resources. The first results can be expected by the end of 2007, which will give the basis for work plan of the year 2008. Estonian Development Strategy of Energy Related Technologies (see www.mkm.ee) was also compiled by the Ministry of Economic Affairs and Communications. It states that renewable energies are one of the three key development areas (1. total oil-shale process, 2. renewable sources of energy, and 3. new emerging resources of energy) for what a technology program will be created. Electricity Market Act that came into force on 1st of May 2007 is also important, because it states the renewable electricity price and subsidies for the producers. Although the actions in the field of renewable energy are getting more active, we still have a lot of work to do to build up competitive cluster and fill the goals set by the European directives.
