Abstrakt
Uuringu eesmärgid on Euroopa Liidu ühise põllumajanduspoliitika strateegiakava 2023-2027 raames toetatavate metsamajanduslike tegevuste ühikuhindade määramiseks alusandmete kogumine ja koondamine ning nende põhjal ühikuhindade leidmine, hooldusraie ühikuhinna leidmise metoodika koostamine ja teiste tegevuste ühikuhindade metoodika üle vaatamine ning vajadusel ettepanekute tegemine metoodika kaasajastamise kohta.
Uuringu raames koguti alusandmed ning lihtsustatud metoodika alusel selgitati ühikuhinnad järgmiste metsamajanduslike tegevuste kohta:
hooldusraie kuni 10-aastases puistus, üle 10 ja kuni 20-aastases puistus ning üle 20 ja kuni 30-aastases puistus (€/ha);
tuule või tulekahju tõttu kahjustatud metsa kahjustuste kõrvaldamine (€/ha);
tuule või tulekahju või muu Eestis enamlevinud loodusõnnetuse tõttu kahjustatud metsa taastamisel loodusliku uuenduse tekkele kaasaaitamiseks maapinna ettevalmistamine (€/ha);
tuule või tulekahju või muu Eestis enamlevinud loodusõnnetuse tõttu kahjustatud metsa taastamisel uue metsakultuuri rajamine (€/ha);
metsauuenduse hooldamine, mille käigus eemaldatakse kasvu segav rohurinne (€/ha);
metsapuude enimlevinud erinevate taimehaiguste või -kahjustuste (männikärsaka (Hylobius abietis), juurepessu (Heterobasidion annosum) ja kuuse-kooreüraski (Ips typographus) vastaste tõrjevahendite ning ulukahjustusi ennetavate tõrjevahendite soetamine ja kasutamine (€/ha);
repellendi, tüvekaitse ja ladvakaitse soetamine ja kasutamine (€/ha);
aia paigaldamine rajatud metsakultuuri kaitsmiseks (€/km).
The study aimed to determine the cost of forest management activities to establish unit prices for interventions within the European Union’s Common Agricultural Policy strategy plan for 2023-2027. These interventions are related to forestry support measures that are essential for showcasing trends and influencing the forestry practices of forest owners. To elucidate the unit prices, a market survey was conducted, involving interviews with forestry companies, State Forest Management Centre (RMK in Estonian), private forest owner associations, and private forest owners. The selection of companies and associations was based on regional representation. Price information for forest seedlings and various accessories was obtained from price lists on the websites of manufacturers and sellers. Data were collected, for example, on tending and thinning in young stands at different ages, weeding, and the acquisition of various plant disease or pest control products. Recognizing that the cost of work varies significantly depending on the nature of the work object, service providers were asked to provide the minimum, most commonly used, and maximum prices. Additionally, forest experts were interviewed to clarify and develop financial assistance schemes. The prices of forest management activities have increased compared to previous periods. The reason for this trend is the increase in both labor costs and fuel prices. The data on the minimum and maximum cost describe the remarkable variability in forest management activities, primarily associated with the characteristics of the objects. For several activities, it may be considered to use RMK’s prices and derive unit prices based on them instead of applying the methodology used in the study. Previous years’ results indicate that for corporate forest owners, the prices for work are roughly comparable to unit prices of forest management in RMK. For individual forest owners and forest associations, the average prices are higher than RMK’s. Additionally, RMK unit prices are public and can be tracked year by year. Furthermore, indexing can be used to determine unit prices for certain activities in the future.
