Abstrakt
Käesolevas töös antakse ülevaade elektri vabaturu toimimisest võimalikult lihtsate
sõnadega. Töös vaadeldakse põhjamaade elektribörsi Nord Pool Spot’i (NPS) toimimist ja selle
mõju Eestis kehtivale elektrihinnale; vaadeldakse Euroopa Liidu energiapoliitika eesmärke, mis
on otseselt põhjustanud käesoleva olukorra, kus riiklikult kontrollitud elektrienergia hinnalt on
liigutud 100% vabaturule. Töö eesmärgiks peab olema võimalikult selgelt välja tuua Eestis
pakutavate elektripakettide hinnad sellisel kujul, mis oleks eratarbijale mõistlik. Kõikide
arvutuste ja analüüside aluseks on andmed seisuga 20. veebruar 2013. Töö tulemusena peab
olema inimestel lihtsam teha otsust, milline pakett valida või üldse ühtegi pakkumist mitte
valida ja jääda üldteenuse kasutajaks. Elektripakettide analüüsi fookus on suunatud eratarbijale
pakutavatele pakettidele. Paljude Eestis pakutavate elektripakettide hinnakalkulatsiooni
lisamine on raskendatud seetõttu, et paketile lisanduvad mittemääratletavad komponendid nt
boonused, kindlustused, hinnapiirid vms. Siiski püütakse ka neid pakette parimal moel analüüsi
kaasata. Paketid, kus on määravaks nn börsihind, seal arvututakse hind lähtuvalt kaalutud
keskmisest börsihinnast, mis kehtis möödunud jooksval 12 kuul alates veebruarini 2013.
Pakettide hinnavõrdluse esitamiseks on loodud veebirakendus, mis tarbija tarbimisandmete
alusel arvutab soodsaima elektriostu variandi.
The aim of the thesis is to give a simple explanation of the formation of electricity cost and electricity packages to the end-user. After transition to open electricity market there have been many unanswered questions for the simple domestic consumer or answers to them have been given in a too complicated way. The current paper tries to explain why the power market opened for free trade and how the prices are formed in the open market. It explains also briefly the way Estonian power market operates, including power taxation by the Estonian government. The current paper describes and evaluates all electricity packages for domestic consumers offered in Estonia at the beginning of 2013. One part of the Bachelor’s thesis discusses the web application that may help the domestic consumer to decide which power seller to prefer. This web application will enable the domestic consumer to see how volatile is power price in different power seller packages. All prices in this application are based on consumer power consumption.
