Abstrakt
Uurimus viidi läbi eesmärgiga saada ülevaade Ida-Euroopa riikides valitsevast jäätmekäitluse
olukorrast, lisaks sooviti uuringus osalenud riike võrrelda Kesk- ja Lääne-Euroopaga. Kõikidel
riikidel paluti ka avaldada arvamust avalike andmete õigsuse kohta. Uurimuse tarbeks koostati
küsimustik, mis koosnes 15 küsimusest ning veebileht, kuhu laaditi üles olemasolev info
avalikest allikatest. Küsimustik saadeti valimis olevate riikide keskkonnaministeeriumitesse.
Valimi moodustas 20 riiki Ida-Euroopast ning Lääne- ja Kesk-Euroopa riik võrdluseks.
Küsimustele vastas 13 riiki, lisaks Austria, Portugal ja Kataloonia piirkond Hispaanias.
Tulemustest ilmnes mitmel juhul vastuolu, kus riigid olid seadusandluse viinud vastavusse
Euroopa Liidu direktiividega, kuid riigis valitses ikkagi olukord, mis ei olnud kooskõlas antud
direktiividega. Ilmnes, et siiani on valdavaks jäätmekäitlusmeetodiks ladestamine, kuid samuti
tuli välja, et taaskasutamine on samuti väga laialdaselt kasutuses mitmes Ida-Euroopa riigis.
Võrreldes Ida-Euroopaga ei kasutata Lääne- ja Kesk-Euroopas ladestamist enam peaaegu üldse
ning pigem taaskäideldakse ja põletatakse prügi võimalikult palju. Veel ilmnes, et avalikkusele
kättesaadavad andmed ei lähe alati kokku kohalike spetsialistide arvamustega. Uurimus viidi
läbi kuna lähiminevikus ei ole sarnast, ülevaatlikku, uurimustööd tehtud.
The study was carried out in order to get an overview on the waste management situation in Eastern European countries and compare the results with West and Central European countries. All participants were also asked to verify the validity of available information on the countries regarding waste management. A questionnaire was compiled and sent to the Ministies of Environment of the recipient countries. The sample consisted of 20 countries from Eastern Europe and countries from Central and Western Europe for comparison. The questionnaire was filled out by 13 countries from Eastern-Europe as well as Austria, Portugal and the autonomous community of Catalonia. On many occasions a contradiction arose, when countries which had conformed their legislation in accordance with the directives of the European Union, but the actual situation within the countries was not on bar with these directives. The study showed that the dominant waste management method is still landfilling although recycling is gaining popularity in many of the Eastern European countries. Compared to Eastern-Europe, recycling and incineration were favored to landfilling in Central and Western European countries. It was also evident that the data which is publicly accessible does not always match the opinions of local specialists. The study was carried out due to the fact that a similar, compendious study hasn’t been published in past years.
