Abstrakt
Käesoleva magistritöö eesmärk oli töötada välja töökeskkonnaspetsialisti
kompetentsimudel, mis on rakendatav Eesti kutsesüsteemis ning toetaks koolitussüsteemi,
enesetäiendussüsteemi ja professionaalse arengu süsteemset kujundamist. Töö
eesmärkide saavutamiseks rakendati mitmetasandilist uurimismetoodikat, mis hõlmas
teaduskirjanduse ja õigusaktide analüüsi, rahvusvaheliste praktikate võrdlust ning
empiirilisi andmeid töökeskkonnaspetsialistide seas läbi viidud küsitluse ja
ekspertintervjuude põhjal. Uuringus osalesid erineva haridustausta ja kogemusega
spetsialistid, mis võimaldas kaardistada olulisemad pädevused, enesetäiendamise
praktikad ning ootused kutsekvalifikatsioonile. Ekspertintervjuud tõid esile valdkonna
struktuursed kitsaskohad ning kinnitasid süsteemse kompetentsimudeli väljatöötamise
vajadust. Uurimistöö tulemusena töötati välja töökeskkonnaspetsialisti struktureeritud
kompetentsimudel, mis hõlmab teadmisi, oskusi ja hoiakuid ning sobib rakendamiseks nii
kutsesüsteemis kui ka koolitusprogrammide kavandamisel, sealhulgas töövahendina
enesetäienduse toetamiseks. Töös analüüsiti Euroopa Liidu töötervishoiu ja tööohutuse
strateegiat (2021–2027) ning rahvusvahelisi pädevusmudeleid, mille võrdlev käsitlus
võimaldas sõnastada pädevuste arendamise põhimõtted, millele tuginedes kujundati
töökeskkonnaspetsialistide kompetentsimudel ja sellega seotud strateegilised suunised,
arvestades kehtiva regulatsiooni ja institutsionaalse korralduse kitsaskohti. Töö tulemusel
sõnastati viis strateegilist arengusuunda: diferentseeritud lähenemine pädevuse
arendamisele; tasemepõhise koolitussüsteemi kujundamine Eesti
kvalifikatsiooniraamistiku alusel; töökeskkonnaspetsialisti rolli teadvustamine
ühiskonnas; tööandjate ja juhtide teadlikkuse tõstmine pädevusnõuetest ning
enesetäienduse ja pädevuse hindamise süsteemi loomine. Töö tulemused pakuvad
praktilist väärtust poliitikakujundajatele, tööandjatele, haridusasutustele ning
töökeskkonnaspetsialistidele ja nende rolli täitvatele isikutele. Kompetentsimudel ja
strateegilised soovitused loovad aluse töökeskkonnaspetsialistide pädevuse süsteemseks
arendamiseks ning panustavad tööohutuse ja töötervishoiu taseme tõstmisse Eestis.
The objective of this master’s thesis was to develop a competence model for work environment specialists that would be applicable within the Estonian qualification system and support the systematic development of training structures, continuing professional development, and professional growth. To achieve this goal, a multi-layered research methodology was applied, including the analysis of scientific literature and legal acts, a comparative study of international practices, and the collection of empirical data through a survey and expert interviews conducted among work environment specialists. The study involved specialists with diverse educational backgrounds and experience, which made it possible to map key competences, continuing education practices, and expectations regarding professional qualification. The expert interviews revealed structural shortcomings in the field and confirmed the need for a structured competence model. As a result of the research, a structured competence model was developed, encompassing knowledge, skills, and attitudes. The model is suitable for implementation within the qualification system and for the design of training programmes, including as a tool to support continuous professional development. The study also analysed the European Union Occupational Safety and Health Strategy (2021–2027) and international competence frameworks. The comparative analysis of these materials allowed for the formulation of principles for competence development, which served as the basis for the design of the competence model for work environment specialists and the development of related strategic directions, while taking into account the gaps in existing regulation and institutional structure. The thesis outlines five strategic directions: applying a differentiated approach to competence development; designing a tiered training system based on the Estonian Qualifications Framework; increasing the visibility and recognition of the role of work environment specialists in society; raising awareness among employers and managers about competence requirements; and establishing a functional system for continuous learning and competence assessment. The results of the study offer practical value for policymakers, employers, educational institutions, as well as for work environment specialists and individuals performing the role of a work environment specialist within organisations. The developed competence model and strategic recommendations provide a foundation for the systematic professional development of work environment specialists and contribute to improving the overall quality of occupational safety and health in Estonia.
