Abstrakt
Metsaressurss on Eesti riigile suure olulisusega, mistõttu on riik võtnud eesmärgiks
soodustada metsade heaperemehelikku majandamist luues erametsaomanikele neid abistava
tugisüsteemi. Tugisüsteemi pakutavad teenused peavad olema metsaomaniku jaoks
võimalikult kvaliteetsed ning seega on oluline teada teenuste kasutajate rahulolu praeguse
pakutavaga.
Lõputöö eesmärgiks on selgitada seoseid riikliku tugisüsteemi ja metsaühistusse
mittekuuluvate erametsaomanike vahel. Uuringu alusandmeteks on erametsanduse
tugisüsteemi rahulolu tagasisideküsimustiku vastused, mida analüüsiti nii kvantitatiivse kui
kvalitatiivse meetodiga.
Analüüsist selgus, et metsaühistusse mittekuuluvad erametsaomanikud on kursis eelkõige SA
Erametsakeskus ja konsulentidega ning vähem tuntakse neid tugisüsteemi osasid (Eesti
Erametsaliit, Keskühistu Eramets, Eesti Puidumüügikeskus), mille otsene sihtgrupp on
metsaühistud. Metsaomanikel on vaja kõige enam erametsanduslikke toetusi ning kõige
vähem oluliseks peetakse metsade sertifitseerimist. Tugisüsteemi peamise puudusena toodi
välja halba infokorraldust. Lisaks selgus, et tugisüsteemist on vähem teadlikud
looduskaitseliste piirangutega metsade omanikud.
Lõputöö tulemusi saab kasutada erametsanduse edendamisel – teades metsaomanike sidet
praeguse tugisüsteemiga on võimalik tugisüsteemi kvaliteeti vastavalt muuta.
Forest resources are essential for Estonia and therefore a set of goals have been established together with a support system. Its function is to assist and help private forest owners with forest management. The services offered by the system have to be good and the quality could be changed by knowing the consumers satisfaction with the current state. The aim of this thesis is to elucidate forest owner association non-members relationships with the national support system. The data for this study originates from a satisfaction survey of private forestry support system conducted in 2017. The data analysis is based on quantitative and qualitative methods. The results were expressed primarily using descriptive statistics. The results showed that private forest owners are more informed about the Foundation Private Forest Centre and the regional consultants. However, they are less aware of those parts of the support system which target groups include mainly forest owners associations. Private forest owners regard forestry subsidies as the most significant part of the national support system. Less interest was shown in forest certification. Information management was named as the main disadvantage of the existing support system. The results showed that those forest owners with properties with conservation restrictions were in less contact with the support system and less aware of its existence. The results of this thesis could be applied when developing the private forestry support system. The quality of the support system for private forest owners can be adjusted knowing forest owners’ satisfaction with the current private forestry support system.
