dc.description.abstractKäesoleva magistritöö eesmärgiks on hinnata Eesti kohalike omavalitsuste geoandmete arhiivide olukorda nii kohalike omavalitsuste kui ka geodeetide seisukohast. Vastavalt seadustele on kohalikel omavalitsustel (KOV) Eestis kohustus koguda ja arhiveerida geodeetiliste mõõdistuste andmeid. Kuna omavalitsused erinevad aga nii suuruse kui ka rahvaarvu poolest, on nende hallatavad geoandmete arhiivid erineva arengutasemel. Töös kasutati uurimuse andmestiku saamiseks ankeetküsitlusi, mis saadeti erinevatele kohalikele omavalitsustele ning geodeesiaga tegelevatele firmadele. Kahe Eesti suurima kohaliku omavalitsuse esindajatega viidi läbi intervjuu. Lisaks uuriti erinevates riikides kasutusel olevaid geodeetilise andmestiku kogumise ja arhiveerimise tavasid. Käesoleva töö tulemusel selgus, et 10% kohalikest omavalitsustest ei kogu geoandmeid. Samuti selgus, et 11 küsimustikule vastanud kohalikus omavalitsuses vastutab geoandmete arhiveerimise eest vähemalt kaks ametnikku, kelle tööülesanded ei pruugi olla seotud geodeesiaga. Töö autor leiab, et olukorda saaks parandada maakonna põhiste geoandmete arhiividega, eeldusel, et nõuded nende haldamiseks oleksid ühed terves riigis.et
dc.description.abstractThe aim of this thesis is to evaluate Estonia’s local government’s geodetic survey data archives from the standpoint of local governments and geodesist. In Estonia local governments are obliged to collect and archive geodetic survey data according to the law. However since local governments differ from each other in terms of size and in terms of population, survey archives are in different stages of development. A questionaries’ were sent to both focus groups local governments as well as land surveying companies. An interview was conducted with two largest municipal officials. In addition the geodetic survey data collection and archiving practices in different countries were studied. The results show that 10% of local governments do not archive geodetic survey data. It also became clear that in 11 municipalities at least 2 different officials are responsible for archiving survey data although their work assignments are not necessarily related to geodesy. The author of this thesis believes that the situation could be improved by county-based geodetic survey data archives, provided that requirements for managing these would be the same across the country.en
